Thomas J. Garvey
TheCenter for Health Care Policy Research & Analysis is the idea of Tom Garvey, President, TMG Consultants, Inc. Tom is an HMO pioneer and brings 30 years of experience to the Universal ACCESS and Single Payor debate.
During the course of his career, Tom has developed, planned and implemented start-up health care financing organizations in the not-for-profit and for-profit managed care/HMO industry. Historically, he has been a staunch and committed advocate of the market-based competitive model; however Tom has come to the realization that it simply does not effectively work anymore either to control costs or increase access or quality. The competitive model needs to be replaced.
Tom is a Vietnam Veteran.
Paul Struxness
Paul Struxness is a dedicated veteran of the managed care industry. After graduating from the University of Tennessee College of Social Work, Mr. Struxness embarked on a 25-year career in healthcare financing, marketing, HMO and PPO development, and administrative operations. As President and Owner of a consulting firm that focuses on project assistance for middle management, Paul continues to make his contribution to healthcare improvement.
He has a family with grown children (currently without access to healthcare coverage), lives in Kansas City, Missouri, and maintains contact with regional Health Information Agency Development and National Provider Number/Medical Record Sharing Development.
Discharged from the Army in 1970, Paul served honorably for four years, completed an extended tour of duty in the Republic of Vietnam and received unit citations and meritorious conduct awards while engaged in combat operations during that period.
Edward Adamchek
Edward Adamchek is an educator, counselor and author. Mr. Adamchek has earned Bachelors’ Degrees in both Secondary Education and Environmental Sciences and a Masters’ Degree and Certificate of Advanced Graduate Study in Rehabilitation, concentrating in Substance Abuse Therapy and Counseling. He has worked in the helping fields for over twelve years and as an educator for four years. Mr. Adamchek has also worked in the field of health care consulting for an aggregate of over nine years.
He is a Board Member on the World Englishes Foundation, an international not-for-profit philanthropic organization, based in the Netherlands, Paris and Greece, whose mission is to provide accessible, free tutoring in the English language for individuals in areas of the world which are not participatory in the world economy. Mr. Adamchek has donated his time to support those recovering from alcoholism, drug addiction and other addictive illnesses since 1989.
Philip Schrefer
Philip Schrefer is a health professional with operational, clinical, programmatic, and international experience. He has a wide range of operational and consultative positions including capacity building, organizational development, health sector reform, program design and management, donor coordination, and monitoring and evaluation. As Senior Health Policy Specialist (and acting embassy Health Advisor) for the POLICY Project in Turkmenistan, Mr. Schrefer completed an assessment of the country’s health care system, and coordinated USAID health projects with UNFPA, UNICEF, UNDP, WHO, World Bank and various NGOs. Prior to that assignment, he worked for American International Healthcare (an affiliate of AIG) to design a social insurance health reform plan for the Government of Hungary. With AIH he also conducted monitoring and evaluation of insurance plans in Spain and the Philippines. He also worked with TvT Associates to conduct assessments of healthcare financial reform projects n Russia, Central Asia, Philippines and Indonesia. Between 1995 and 1998 Mr. Schrefer worked on the Cost Recovery for Health Project in Egypt, where he introduced over 700 physicians to private practice and developed a projected 90,000 member managed care health insurance plan. He also conducted family planning strategic planning exercises with the Ministries of Health in Kazakhstan and Kyrgyzstan with the Futures Group. Mr. Schrefer holds a MSW (community organization) from Adelphi University and a history Masters from the University of Massachusetts and a BA from Yale University.
Karin Anderson
Ms. Anderson has extensive experience in operating and marketing managed care programs for Medicare beneficiaries including those residing in nursing facilities. She served as regional Vice President of Operations for Geriatrix of Rhode Island from 1999 to 2003. In this capacity, she was responsible for the entire operations of a program delivering Medicare services to nursing facility residents.As Director of sales and Community Development for the Gulf Coast Region of Evercare she was responsible for the growth of the plan, which, like Geriatrix, is a specialty program for institutionalized elders. In addition, she has served as Vice President of Sales for Health Net in Woodland Hills, and Senior Vice President of Marketing and Sales for SCAN (Social HMO) in Long Beach, California.
Maureen Garvey
Maureen Garvey is a librarian, currently working as the assistant to the director of The Merrick Library in Merrick, NY. Maureen’s background includes employment with The Equitable Life Insurance Company, Allstate, and The New York State Insurance Department Liquidation Bureau.
Howard Silverfarb
Howard Silverfarb began his career in health care in the late 1970s as Vice-President of Finance for Fairfield Health Plan, a deveolping HMO in Fairfield, Connecticut. He has continued to work in the health care financing field, his career including positions with Stamford Hospital and the Visiting Nurses Association. Howard has worked as a health care financial consultant, counting among his clients the Norwalk Community Health Center in Norwalk, Ct.
Rob Wolf
Rob is the Technology Consultant for a private school in Westchester County. He is a graduate of Alfred University in upstate New York. Rob has numerous private technology clients located throughout upstate New York, Connecticut, Vermont and New York City. He is a true technology innovator, deserving of his title as Artist-In-Technology.
Selvoy M. Fillerup
Selvoy M. Fillerup is a Board Certified Otolaryngologist and a graduate of the Masters of Science degree in Public Health at the University of Colorado Health Sciences Center. His area of particular interest is universal healthcare policy. He is a Fellow of the American College of Surgeons and of the American Academy of Otolaryngology – Head and Neck Surgery. Dr. Fillerup is on the faculty at the Denver VA Medical Center and currently holds positions as Clinical Instructor in the Department of Otolaryngology, Head and Neck Surgery, and in the Department of Preventive Medicine and Biometrics at UCD-HSC where he teaches International Health. Dr Fillerup serves as a member of the Board of Directors for The Center for Health Care Policy Research and Analysis.
